Our History & Background

FORUM FOR ENTERPRISE DEVELOPMENT (FED) is registered under the Society Act, 1860, Government of Odisha on 15/04/2019. We are registered with NITI Aayog (DARPAN) and UDYAM, and empanelled with the DC(MSME), Ministry of MSME, Govt. of India as a Technical Agency for the SFURTI Cluster schemes.

FED was established with the vision of accelerating industrial growth and fostering self-employment among youth, particularly in rural and semi-urban districts of Odisha. As per CMIE data, nearly 60% of the labor force are neither working nor seeking work. In the face of this critical challenge, FED has been making concerted efforts to motivate the youth and provide them with handholding support to set up their own enterprises.

Our team consists of retired senior government officers, technocrats, economists, motivators, mentors, and management consultants who bring expertise in Credit flow, Vendor Development, Marketing, HR, QC, EXIM, and Cluster infrastructure.

Our Vision

To build a vibrant and self-sustaining micro and small enterprise sector in India that drives rural livelihoods, economic empowerment, and fosters innovation among youth and women artisans.

Our Mission

To motivate and train the youth of different categories of society, providing handholding support and techno-managerial consultancy to setup and run micro, small, and medium enterprises (MSMEs).

Our Core Purpose

To create an enabling ecosystem where knowledge, technology, finance, institutions and entrepreneurship come together to build stronger enterprises, sustainable livelihoods and inclusive economic development.

Core Objectives

Entrepreneurship, MSME & Industrial Development

To promote, facilitate and support entrepreneurship, micro, small and medium enterprises (MSMEs), industries, self-employment, startups, SHGs, livelihoods and enterprise development through advisory, facilitation, handholding, mentoring and capacity-building services for existing, prospective and aspiring entrepreneurs, artisans, youth, women and other target groups.

Business Advisory, Registrations & Regulatory Facilitation

To provide consultancy, facilitation and handholding for business establishment and statutory compliances, including Udyam Registration, Income Tax, GST, trade licences, permissions, registrations, NoCs, Export-Import Code (IEC), Registration-cum-Membership Certificate (RCMC) and other governmental, regulatory and institutional requirements.

Project Reports, Finance & Enterprise Facilitation

To prepare and facilitate business plans, feasibility studies, detailed project reports, MSME project reports, PMEGP and other scheme-related project proposals, credit-linked proposals and financial plans, and to assist enterprises in accessing institutional finance, subsidies, incentives, credit, government schemes and other financial support.

Innovation, Incubation, Startups & Technology Development

To promote innovation, entrepreneurship, startups, incubation centres, technology adoption, enterprise development and business acceleration by providing mentoring, incubation, technical and managerial support, market linkages, exposure, networking and facilitation with appropriate institutions, incubators, investors, industries and development agencies.

Intellectual Property, Quality, Productivity & Competitiveness

To facilitate and promote Intellectual Property Rights (IPR), including trademarks, patents, geographical indications (GI) and related matters, and to support enterprises in quality improvement, standardisation, certification, productivity enhancement, Lean practices, ZED, modernisation, packaging, branding, innovation, digitalisation and competitiveness improvement.

Export-Import, Trade & Market Development

To promote domestic and international trade and facilitate export-import activities by providing guidance and support relating to IEC, RCMC, export-import procedures, finance, marketing, quality control, product development, packaging, market research, market linkages, trade promotion, exhibitions and other activities for expanding market access.

Skill Development, Training & Capacity Building

To organise and conduct entrepreneurship development programmes, skill development programmes, management development programmes, industrial and technical training, internship and short-term training programmes for students, educated unemployed youth, entrepreneurs, MSMEs, SHGs, artisans and industries, including training in entrepreneurship, industrial management, business planning, project report preparation, export-import, industrial safety, fire safety, energy conservation, environmental management, health and safety, IPR, startup, incubation, market survey, IT and digital marketing.

Awareness, Outreach, Exhibitions & Knowledge Dissemination

To conduct awareness and sensitisation programmes, seminars, workshops, conferences, exhibitions, exposure visits, buyer-seller interactions and knowledge-sharing programmes relating to government schemes, financial institutions, promotional and development agencies, CSR initiatives, entrepreneurship, MSMEs, SHGs, artisans, handicrafts, textiles, coir, food processing, agribusiness, science and technology, credit, marketing, innovation, quality, IPR, digital marketing, packaging, Lean, ZED, incubation, startups, clusters, exports and related areas.

Cluster Development, Research, Surveys & Enterprise Rehabilitation

To undertake cluster development and common-facility initiatives and to conduct surveys, studies, research, market assessments, socio-economic assessments, impact studies, diagnostic studies, documentation and preparation of reports relating to MSMEs, industries, SHGs, livelihoods and entrepreneurship, including studies for identification, revival, rehabilitation, modernisation and restructuring of sick and distressed units.

Inclusive Socio-Economic Development, Livelihoods & Social Welfare

To undertake and promote inclusive socio-economic development, livelihood promotion and social welfare activities for youth, women, SHGs, artisans, weaker and disadvantaged sections of society and other target groups, including environmental protection, energy conservation, health and safety, consumer awareness and other community-development initiatives, and to provide continuous handholding, mentoring, follow-up and facilitation for resolving enterprise-related and livelihood-related problems.
